About the project
As part of consulting services provided directly to the Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan, a comprehensive analytical study was conducted on climate policy, greenhouse gas emissions reduction, and the country’s transition to carbon neutrality.
The work was aimed at creating a methodological and analytical foundation for the development of national climate policy, taking into account international approaches, the characteristics of Uzbekistan’s economy, and national sustainable development priorities.
Particular attention was paid to public policy instruments that make it possible to progress from emissions assessment to systematic decarbonization management at the level of the economy and individual industries.
Consultant’s role
The project included an assessment of international approaches to climate regulation and decarbonization, an analysis of Uzbekistan’s current regulatory framework, and the preparation of recommendations for developing a national climate policy system.
The consulting work covered both methodological issues in greenhouse gas emissions accounting and the identification of priority carbon-intensive sectors, the development of emissions-reduction measures, the establishment of targets, and the development of economic instruments for carbon regulation.

Project results
The project produced an analytical foundation for the further development of national policy on climate change and carbon neutrality.
The materials prepared brought together greenhouse gas emissions accounting, sectoral decarbonization, regulatory policy, and economic climate-policy instruments into a unified system and enabled recommendations to be formulated for the further development of national climate regulation.
The project helped shape approaches in which climate policy is viewed not only as an environmental area, but also as an element of long-term economic modernization, investment policy, and the strengthening of Uzbekistan’s economic resilience.
