Uzbekistan has adopted Presidential Decree No. UP-70 of 29 April 2026, aimed at radically improving energy efficiency and reducing energy consumption.
The document provides for comprehensive measures to modernise the public sector, introduce digital control over energy consumption and develop energy-service mechanisms.
Key changes
New construction requirements
From 1 July 2026, all new and reconstructed public facilities must meet an energy-efficiency category of at least class “C”.
This means stronger requirements for:

building energy efficiency;

engineering systems;
-
thermal insulation;
-
heating, ventilation and air-conditioning systems;
-
energy-consumption management.
The new requirements create additional demand for:

energy modeling;
-
energy audits;
-
green building solutions;
-
modern HVAC solutions;
-
international sustainable-construction standards.
Ban on restricting consumers to save energy
The Decree officially prohibits achieving energy savings by disconnecting consumers from utility networks.
The focus of state policy is shifting from administrative restrictions to:

technological modernization;

improving infrastructure efficiency;

reducing losses;
-
introducing intelligent management systems.
Development of energy service mechanisms (ESCO)
The National Energy Efficiency Agency will begin guaranteeing payments for energy services through a specialized Fund.
This may become an important step in developing ESCO mechanisms and attracting private investment to modernise public-sector facilities.
Digital monitoring and Big Data
By 1 October 2026, the country plans to introduce an energy-consumption analysis system based on Big Data and artificial-intelligence technologies.
The system is expected to make it possible to:

identify facilities with excessive consumption;

analyze the efficiency of resource use;

develop modernization programs;

increase the transparency of energy-resource management.
High-consumption facilities will be required to enter modernization programs applying international standards.
