Expertise France is the French public agency for international technical cooperation and a member of the Agence Française de Développement (AFD) Group. The organization implements projects in sustainable development, climate policy, public governance, economic reform and institutional development in more than 140 countries.
In 2025, HPBS served as a contractor to Expertise France under the Green Economy Technical Assistance Program (GETAP) in Uzbekistan. The project aimed to assess the carbon footprint of two pilot state-owned enterprises in the Republic of Uzbekistan: JSC Oʻzbekiston Pochtasi (UzPost) and JSC Toshshahartransxizmat (TashBus).
As part of the project, the HPBS team carried out:
- calculation of greenhouse gas emissions across Scope 1, Scope 2 and Scope 3;
- analysis of the enterprises’ operational data and energy consumption;
- definition of organizational and operational emissions-accounting boundaries;
- identification of key emission sources and climate risks;
- preparation of an emissions inventory in accordance with the GHG Protocol and ISO 14064;
- development of recommendations for reducing emissions and improving energy efficiency;
- preparation of ESG-oriented reporting and materials for subsequent verification;
- delivery of presentations and working meetings with stakeholders.
Following completion of the project, Expertise France formally confirmed that HPBS had delivered the work successfully and on schedule, noting the high quality of the results and their compliance with international carbon-footprint assessment requirements.
