An architect and urban planner with over 10 years of experience at the intersection of architecture, sustainable development and urban policy. She specializes in shaping the identity of territories and developing master plans, design codes and urban environment standards - from initial hypotheses and audits to regulatory adoption and implementation support.

She has developed methodological recommendations, guidelines and regulations that are now applied in a number of CIS countries.

One of Elena’s key works is the "Atlas of New Tashkent" - a system of regulations for landscaping and façades that defines the visual code of the capital and the new satellite city, approved at the state level and serving as the main tool for shaping the image of Uzbekistan’s new capital.

Achievements

 

• Lead author of the "Atlas of New Tashkent" – a regulation for landscaping and façades for 63,500 ha that defines the visual code of Tashkent and New Tashkent and serves as a strategic brief for all project stakeholders.

• Participation in international consortia (Karres en Brands, LDA Design, Turenscape, Zaha Hadid, Juul Frost, Buro Happold, etc.) and implementation of projects together with partners from 10 countries.

• Head of the “Regulations and Design Codes” division: development of the project portfolio, management of interdisciplinary teams of 5–30 people, integration of ESG solutions into the company’s products.

• Co-author of the Federal Standards for Integrated Territorial Development (KRT) of the Russian Federation: standards for shaping the city image, developing greenfield areas and catalogues of public-space elements, approved by the Ministry of Construction of the Russian Federation and used in Russia and Kazakhstan.

• Co-author of standards for the development of leisure and recreation infrastructure in Moscow (RIOT), including solutions for courtyards, social facilities and areas near metro stations.

• Author and product manager of the "Atlas of Good Solutions" for Moscow - a systemic public-realm regulation covering the entire life cycle of projects from design to operation.
